You get ₹50 worth of WhatsApp Conversation Credits when you sign up. These can only be used to send a broadcast to up to 9 users in one go. To send messages to more people, you must recharge your WCC Balance. A minimum of ₹10(for INR pricing)/ $1(for USD pricing) is required to keep chatbots & automation working.
